About Rackley Engineering

Rackley Engineering is a Civil Engineering consulting firm based on the fundamental principal of being a partner with our clients to provide the highest level of expertise and service at the greatest value to create the places that people live, work, and play.

Rackley Engineering was founded in the spring of 2009 by Russell N. Rackley, P.E. to provide large firm services at small firm costs. This is executed by embracing the latest generation of technology accelerators to eliminate overhead, duplicate work, and wasted efforts.

Our model is based on the knowledge that every project is that client’s most important project; therefore it must be ours as well. Our commitment to excellence, attention to detail, and completeness are hallmarks of our service. By treating each client as a partner, we have an intrinsic interest in the clients overall goals; our job is to make the engineering judgments that marry the project goals with the regulatory, permitting, and construction processes in the most efficient way possible.

Our logo, the double black diamond, is taken from the international trail symbol for ‘experts only’. This mirrors our focus to be ready, willing, and able to successfully complete any project.

About Russell Rackley

Russell RackleyRussell N. Rackley started in the development business as a carpenter while a young adult before attending college to attain his education in engineering. These early years help Russell to discover his passion for the construction and development business. Russell attended the University of Tennessee and received both a Bachelors Degree in Civil Engineering and a Master of Science Degree in Construction Engineering.

Russell’s early career was as a Structural Engineer designing asphalt plant and rock quarry equipment for a Global manufacturer based in Chattanooga, TN. This position quickly relied on Russell’s practical experience in construction to help start a sister company providing ‘turn key’ quarry processing operations.

The pursuit of a childhood dream compelled Russell to move to Colorado ski country for his next station in life. While in Colorado, Russell was privileged to work on many resort projects, residential developments, and municipal projects. These experiences exposed Russell to large and complex civil design problems and developed the communication principles required for such projects to be successful.

Ultimately, home is where the heart is; Russell returned to the Knoxville area to be closer to his family and to put permanent roots into the ground he grew up on. His growth continued in engineering design and management while employed for an east Tennessee firm, focusing on major golf course and lake front developments, along with high density residential and commercial site design.

Russell decided in early 2009 that his next challenge would be building his own firm. The motivation was to take the lessons learned from his involvement with global, national, and local sized firms to create a high value high service firm in the Knoxville area.
